Reinforcing Democracy in the Face of Contemporary Challenges

A high-level meeting titled “Reinforcing Democracy in the Face of Contemporary Challenges” was held within the framework of the Yerevan Dialogue 2026, marking the 25th anniversary of the Republic of Armenia’s accession to the Council of Europe.

Discussions focused on the impact of ongoing conflicts, the increasing use of force in international relations, challenges to international legal frameworks, and declining trust among global actors.

Keynote remarks were delivered by Robert Abisoghomonyan, Deputy Minister of Foreign Affairs of Armenia  and Stefano Piedimonte Bodini, Director of the Private Office of the Secretary General of the Council of Europe,  who underlined the need to reinforce democratic institutions and uphold fundamental values under current conditions.

The panel discussion, moderated by Loukas Tsoukalis, brought together Sari Rautio, Director General at the Ministry for Foreign Affairs of Finland, Sona Ghazaryan, Member of Parliament of Armenia, Angeliki Kourri, Policy Officer at Oxygen for Democracy in Cyprus, Simon Papuashvili, Program Director at the International Partnership for Human Rights in Belgium, and Camille Grenier, Executive Director of the Forum on Information and Democracy in France.

Participants stressed that current global trends require stronger commitment to democratic governance, human rights, and the rule of law. The exchange also highlighted the role of international cooperation and institutional mechanisms in ensuring long-term stability and resilience.

The discussion reaffirmed the importance of collective efforts in protecting democratic systems and adapting them to the challenges of an increasingly complex and uncertain international landscape.

EU Enlargement and European Integration: Unity, Urgency, and Fragmentation in a Changing Geopolitical Landscape

Within the framework of the Yerevan Dialogue 2026, a panel discussion titled “EU Enlargement and European Integration: Unity, Urgency, and Fragmentation in a Changing Geopolitical Landscape” was held, bringing together policymakers and experts to examine the evolving dynamics of European integration.

The discussion addressed the European Union’s enlargement policy at a time of increasing geopolitical pressure, where expansion is increasingly linked not only to long-term transformation but also to immediate strategic considerations. Participants explored how the EU maintains internal cohesion while engaging with countries that differ in economic capacity, institutional development, and political trajectories.

This panel discussion, moderated by Zbigniew Pisarski, Casimir Pulaski Foundation President, brought together Peter De Roover, President of the House of Representatives, Marko Đurić, Minister of Foreign Affairs of Serbia, Megi Fino, Deputy Minister for Europe and Foreign Affairs, Arman Yeghoyan, Chairman of the Standing Committee on European Integration of the National Assembly of Armenia, Caspar Veldkamp, Former Minister of Foreign Affairs of the Netherlands.

Particular attention was given to the balance between political urgency and the preservation of the EU’s foundational principles, including democratic governance, rule of law, and institutional consistency. Participants also discussed the broader implications of enlargement for regional stability, economic convergence, and the EU’s global role.

The discussion underscored that enlargement remains a key instrument of the European project, while highlighting the need for a clear strategic vision that reconciles unity with diversity and ensures the sustainability of integration processes in a rapidly changing geopolitical environment.

Inaugural Session of the 3rd edition of the “Yerevan Dialogue” international forum

The 3rd edition of Yerevan Dialogue commenced with an inaugural address by the Minister of Foreign Affairs of the Republic of Armenia, Ararat Mirzoyan, who welcomed participants and highlighted the importance of sustained dialogue in navigating the evolving international landscape and addressing shared global challenges, and the speeches of Prime Minister Nikol Pashinyan, President Emmanuel Macron and Secretary General Alain Berset.

Concerning peace, he particularly noted that it “must never be treated as a one-time achievement. It requires constant care, attention and reflection, because if you fail to invest in it, you will risk losing it. Peace, therefore, is not an event but an active choice we must make every single day. This, understandably, also involves addressing humanitarian issues, thus contributing to restoring trust and true reconciliation between societies.”

“He also mentioned that the strategy of storm-riding has led to a profound transformation in our partnerships beyond our region as well. Armenia has made a sovereign choice to pursue a balanced and balancing foreign policy, based not on dependence on one centre, but on building meaningful and mutually beneficial partnerships in many directions.

A keynote address was delivered by the Prime Minister of the Republic of Armenia, Nikol Pashinyan, who emphasized the role of international cooperation and constructive engagement in promoting stability, peace, and development.

In his remarks, Prime Minister Nikol Pashinyan reflected on the profound transformation of Armenia’s geopolitical and economic positioning in recent years. He noted that while Armenia’s geographical coordinates have remained unchanged, the country’s geopolitical reality and strategic opportunities have significantly evolved. In this context, he emphasized the growing importance of renewable energy and highlighted Armenia’s substantial solar energy potential, noting that modern technological developments have effectively transformed perceptions of the country from one lacking energy resources into a state possessing virtually unlimited energy potential through sustainable energy development. He underlined that harnessing this emerging potential will remain an important priority for Armenia in the coming years. 

The inaugural session also featured remarks by the President of the French Republic, Emmanuel Macron, who addressed key issues on the international agenda and underlined the importance of multilateral cooperation in the current geopolitical context. 

In his remarks, President Emmanuel Macron described the current phase as “the moment of Armenia,” emphasizing the country’s growing regional and international role, ongoing peace efforts, and economic progress. He noted that developments which would have seemed unimaginable only a few years ago, including the organization of high-level European gatherings in Yerevan, reflect the profound transformations taking place in Armenia and the wider region.

President Macron particularly highlighted Armenia’s commitment to peace and normalization efforts, stressing the importance of courageous political choices aimed at advancing regional stability and cooperation. He also referred to Armenia’s recent economic progress as evidence that peace and prosperity can reinforce one another, while underlining the country’s increasing role as a platform for European dialogue and cooperation.

As a special guest, the Secretary General of the Council of Europe, Alain Berset, participated in the session, reflecting the significance of the forum as a platform for inclusive and high-level dialogue.

The “Yerevan Dialogue” international forum commenced in Yerevan

On May 5, the 3rd edition of the “Yerevan Dialogue” international forum commenced in Yerevan. The forum is dedicated to the following thematic directions:

  • “Beyond Geopolitical Divides”

  • “EU Enlargement and European Integration”

  • “Global Connectivity”

  • “Democratic Resilience, Hybrid Threats and AI”

  • “Green Transition”

  • “Tech and Security Architecture”

Taking place shortly after the European Political Community Summit hosted in Yerevan, the forum gathers high-level officials, representatives of the private sector, civil society, academic institutions, young leaders, and other key stakeholders to engage in dialogue on common challenges affecting Europe and its broader neighborhood, as well as wider global developments.

Building on the achievements of earlier editions, the Yerevan Dialogue has established itself as a platform for inclusive exchange and forward-looking cooperation. The 2026 edition places particular emphasis on major global trends, including increasing geopolitical divisions, pressures on multilateral frameworks, challenges to democratic systems, environmental concerns, and the accelerating influence of advanced technologies.

The Yerevan Dialogue 2026 continues to provide a space for diverse actors to exchange perspectives, encourage coordinated responses, and reinforce both regional and international collaboration in addressing the evolving complexities of the global landscape.

Under the theme ‘Riding Through the Storms’, this year’s Dialogue will convene leaders, politicians and experts to reflect on a rapidly evolving 🌏 global landscape: the discussions will focus on how shifting power dynamics are reshaping international relations, testing existing security frameworks while also opening new avenues for dialogue and cooperation.

Against a backdrop of economic volatility and increasing competition, participants will consider how stronger regional linkages, improved connectivity, and trade can 📉contribute to stability and shared prosperity. In parallel, discussions will address the growing challenge of hybrid threats, noting that despite mounting pressures, democratic systems are forging partnerships for stronger resilience. The program will also explore the urgent need for sustainable approaches that respect and protect the natural environment, in line with global climate priorities, including those to be advanced at 🌱COP17.
